Yes, most will have searching by area code, only, with the exception of 
perhaps searching by country and that usually just gets you National 
ISPs.

Nearly all of them search on Area Code.  However, one site I visited 
will allow you to make state and city searches:

Some of these directory sites may contain a lot of entries, but none of 
them are by any means complete.  

I would recommend that you first advise your friend to look in her 
local yellow pages for a local ISP.   She might also call some of the 
local computer stores in her area.  They will know the local and 
regional ISPs in their area.  Her public library may know some of the 
ISPs, as well.
