[SaF] buying things over the Internet

Sir/Madam,
Suppose I ordered some goods/services through the Internet  from a firm in
Florida, USA and sent the money by Banker's Demand Draft. If they receive
the money but do not provide the article/service,  is there some authority
to which I can complain through the Internet?
