One thing that you could do is get a list of graduates of the masters
program in civil and environmental engineering (which is what the
department is now called) for the most likely years that she would
have graduated.
Cal has a bad tendency to require several years for an advanced
degree. The earliest that this person would have graduated with a
masters would be about 1987, the latest would probably be before you
lost track of her, say around 1990. Contact the department and see
if they will produce a list for you. If not, it is public
information, and you can always hire a local researcher to get the
data if you can't put in an appearance yourself. It's nothing that a
simple application of money can't fix.
