Well, certainly you could buy the less expensive brand of adult size blue 
jeans and make cutout shorts for your son to wear in the summer.

The thing is that in reading through both of these sites, each do make 
prominent mention of Sears and Pennys and altering adult clothes.  There 
are other links to check out and I hope you find something to your liking, 
but you might have to just resolve that the adult sections in the stores 
are your best course of action.  

One other thing...as you read through these sites, you will note that they 
seem to be more geared to the overweight girl than the overweight boy.  
Although I am sure your son wants to look okay in front of his peers, it is 
not such a personal crisis to a boy as a it is to a girl to look like the 
other kids.  So I think compromise will serve you for at least a while.
