I draw a blank. Never heard of it. None of the dictionaries at
onelook.com has the word "splan." I could not find that phrase at a
couple of phrases' sites I checked. Britannica.com has nothing on this.
If you read that phrase as "...falling into second plan," it would
almost mean the same thing as "...if all else fails, go with plan B."
What context did you first hear the phrase?
