[SaF] Burner - Writer which one ?

Hi to all,

I need to get a CD Writer to use with a Compaq PC
running either Windows 95, Windows98 or Windows ME

Is a CD Writer and a CD Burner the same thing ?
If  not, I need  both ... and suggestions on both...

I know nothing about them.
Any suggestions ?
