Just off the top of my head....

One of the most likely things to look for is whether your friend is 
using a proxy in IE5 to access the internet.  The http and https 
protocols each have to be configured to point to the appropriate 
proxy.  If the http protocol is correctly configured and the https 
protocol is not, then you would see the behavior you describe below.  
To check to see if a proxy is being used, in IE5 select "Tools", 
"Internet Options...", "Connections", select the connection, then 
click on "Settings".  If the Settings dialog has the "Use a proxy 
server" checked, then IE5 is using a proxy.

In that case, click on the "Advanced" button closest to the checkbox. 
 The next dialog box that you see will show the proxies for the 
various services.  The http and https should have the same proxy, and 
the ports probably should be 80 and 443, respectively.  If your 
friend has a Compaq, port 2381 might be assigned to https.   Of 
course, the administrator of the proxy computer is the one who 
determines port connections and can redirect them, so it may be 
necessary to contact that sysadmin to get the actual port numbers.

If that doesn't work, come back.  There's a few more rather esoteric 
things that can go wrong.  Or you could advise your friend to abandon 
IE5, which is more prone to security leaks and viruses than, say, 
Netscape Communicator or Opera.  (I suppose this is where the browser 
religious war kicks in.)
