[SaF] System Settings

Can some please show me how to change the following settings on my computer?  
Are these settings changed via regedit?
 Max MTU, TTL, RWIN, MaxMSS.  

I already goofed around with the "stacks 00" and a few other settings, and 
got some good results, and I'm ready to do more to my Windows  :o)
