Before I answer your question, let me first make a play for Pegasus. :-)
Linton, you don't need a batch file or some utility. You just need a
decent e-mail program -- Pegasus.
You can set filters up in Pegasus in more ways than any other client I
am aware, including filtering incoming e-mail to the trash based on
Subject or Address and you can filter inside all your other folders to
look for age and dates of messages and act upon those message per your
instructions, including deleting the triggered messages.
Admittedly, Pegasus is a little more complicated in setting filters
than most other e-mail clients, but that largely is because it does so
very much more than other clients. Pegasus actually gives you multiple
filtering methods, whereas most clients just give you one method.
The latest version for Pegasus is 3.12b. You can download the software
(3.4 megabytes) from any of these sites:
http://risc.ua.edu/pegasus/winpmail/w32-312b.exe
ftp://ftp.let.rug.nl/pegasus/winpmail/w32-312b.exe
ftp://ftp.usm.maine.edu/pegasus/winpmail/w32-312b.exe
ftp://pegasus.topnz.ac.nz/pegasus/winpmail/w32-312b.exe
This is a completely free e-mail client. There is good support for
this client both in mailing list and USENET newsgroup forums.

Okay, getting back to your question, the closest program I see to that
which you seek is a $20.00 shareware program called "Snoop!":
