I'm not a good latin teacher, but I was an altar boy in the
50's.

The phrase, in Latin, is, "delenda est Carthago." It is
pronounced "day-LEN-dah est kahr-TAH-goh". And the literal
translation is "Carthage must be destroyed."

It was not Pliney, but Cato the Elder who repeatedly egged on
the Roman Senate with this phrase.

There were 3 "Punic Wars". It was the 3rd one which was
instigated in part, by Cato's dogged use of this phrase in the
Senate.
