Gee, it's been several years since I used the product, but doesn't
Print Shop Pro do this? I could of sworn I use to print signs (single
sheet paper) with graphic borders that I choose from a set.

At the printshop site, if you don't mind a lot of annoying procedures,
such as a lengthy and nosey registration, and possibly requiring the
downloading of an obscure plugin, you can get some borders for printing
onto paper.
It might be easiest to just buy Print Shop or Printmaster. Both
products are distributed by the same company, these days. Publishing
software, i.e. MS Publisher can make bordered stationary and signs, as
well.
Melissa, a printed border is where a clip art image is repeated and/or
rotated all the way around the page. You just need to find clip art
sites and many of those will have art designed for page borders.
