No. I do not see any offer of downloading their database in any form.
One can only lookup the words from their site. They offer a feature
called "Pocket Dictionary," but essentially that is just a pop-up
window from their site.
Internet.com's PC Webopedia offers a browser plugin that sits on the
tool bar of your Netscape or IE browser. This is a search tool you can
use from your browser's interface to search the Webopedia database.

You would have to be online for this to work for you. This is not the
offline technical dictionary you seek.
Rocketdownload lists a shareware product called:
