You might begin at this Family Law links page at Findlaw.com:

Family Services' agencies are generally state bureaus. We would need
to know your state. Virginia? Let's try here:
http://www.dss.state.va.us/famserv.html

You might check some of the links in this Yahoo page for Family
Services:

Note: The above URL is actually one continuous line and should be
entered into your browser's address box as one line.

I am going to take an educated guess here and point you to a couple of
particular topic mailing lists that might be in line with what you
seek:
(1) Parental Rights
http://www.onelist.com/community/parentalrights
Description: This is a list for Parent's whose parental rights have
been violated by children services or any organization. I am interested
in changing the bill in congress; giving back rights to parent's. The
sad fact of the matter is that there is real abuse that happens to
children, and that can not go unpunished. Another sad fact of the matter
is that a child can accuse someone of false abuse and destroy whole
families, because the system has given them the power to do so. A
family has to have somewhere to turn to when this happens, someone to
listen, someone who has been there, or is there, that will
understand;an unbiased ear. Someone to point them in a positive
direction. When abuse really happens, it can not go unpunished, but
when it doesn't happen, and a child has used the system a family should
not have to be torn apart, families have rights too. One cannot change
the world, but one can start a chain reaction that can.

(2) child_neglect_abuse
Description: This group will discuss and educate regarding the special
problems that parents have when they are accused of parental neglect or
abuse. The innocent may be accused. The not so innocent sometimes do
not deserve to have their children taken. The children often are being
protected from parents that would not harm them again. Their lives are
made horribly painful by separation from siblings and parents. Some say
the Department of Social Services, Family Independence Agency and
Protective Services are unchecked agencies of the state capable of
inflicting great constitutional harm on parents and children. To some
the child welfare industry is the worst unchecked and unaccountable
public institution in America. To others they are child savers. This
group is moderated by Attorney Terry Bankert 1023 Church St. Flint MI
48502, 810-235-1970, [EMAIL PROTECTED], or
http://firms.findlaw.com/attorneybankert/index.html
Please consider joining this group. We want children protected. But we
want families treated fairly.

Be aware, though, the both of the above mailing lists have very small
subscriberships. So I cannot say for sure what kind of response you
may get.
