In addition to the below resources, there have been some recently
published appeals by the US Sailing Appeals Committee that may be
useful for collegiate sailors. they are available here:

I believe the rules writers have made it very clear that sailing is a
non-contact sport. If you hit someone while sailing, i think you have
broken rule 14 (avoiding contact).
college sailing uses borrowed boats at most of our events so it's
especially important to avoid contact and causing damage.
below is a recent appeal that really brings the message home (which
describes how a boat, even though she has right of way and rule 16
(changing course) turned off, still breaks rule 14 and is penalized).

sailing list, i think, can be a helpful way to get an answer from a
lot of people. emailing directly to your ICSA rules committee
member (email addresses available on the college sailing website)
is a grand idea as well (and they can help you find judges for your
event too).

The following is a much more advanced Racing Rules test from David
Dellenbaugh's excellent Speed and Smarts series. This test is
pretty hard
and should cause some discussion among the better sailors on a
team and a
bit of confusion among the newer sailors. The test requires a bit of
conceptualization of the situations in your head. So it might be
good to
get out a chalkboard and do the whole test as a group, running
through each

Each team should have a rule book in their regatta bag. I'd take
