The Exec Committee and Alumni also approved the use of 50-50 3 min Justice for protests in SEISA Championships. We are encouraging the use of this system in Championships this spring. For those of you who are unfamiliar, here is how this works: The Concept: *When an incident takes place in which a rule may have been broken and neither party elects to take a penalty turn or turns, one or both parties may protest by so informing the other right after the incident, and also informing the Race Committee at the finish of the race. * *The protest may be heard after racing or it may be held on the water by one or more judges. **It is suggested that one good, college sailing knowledgeable judge is better than a platoon of yacht club big boat retirees.*** *The System:* *The protestor is given one minute (timed) to explain his case. * *The protestee is then given one minute (again, timed) to make his defense.* *The Judge(s) may ask any questions he feels are pertinent. Including questionsing whitnesses.* *With the principals excused the Judge(s) are given one minute to come to a decision. If the situation is clear and the correct decision obvious, the decision is rendered. If the judge(s) do not consider the decision clear and one in which they have confidence, a coin is flipped and the winner of the protest so determined. At this point the protest is indeed, a 50/50 proposition. * *Three minute justice is a reasonably fair way to run protest hearings with limited time and it is at least as good as 50/50 which is what most people believe their chances are in a standard protest hearing. Complex situations and obscure appeals do not come into play. * Most importantly, in team racing where only one turn is required for relief of a foul, the specter of a coin flip encourages the protestor to be sure he has a good case and, in like manner, the protestee must be very sure he was in the right. Also brush up on the PR's and remember that there is no appeal of a Judges decision in a SEISA Championship.
