NOTICE OF RACE



1. Organizing Authority



The Organizing Authority (OA) will be the Intercollegiate Sailing Association (ICSA), the South-East Intercollegiate Sailing Association (SEISA) and Rush Creek Yacht Club.



2. Venue



The venue will be Rush Creek YC in Rockwall, TX.



3. Provisional Program



a. Schedule



Saturday,  October 9 , 2010

Registration and Crew Weighing 0830 – 0900

Competitor’s Briefing 0900

First Warning 0945



Sunday,  October 10 , 2010 (Racing only if needed)

No flight shall start after 1200.

Awards immediately following racing



4. Teams’ Eligibility



a. All entrants must meet ICSA eligibility requirements.



b. The registered skipper shall helm the boat at all times, except in an emergency.



5. Entries



a. The team shall be entered on completion of registration, crew weighing and the payment of a deposit. All payments shall be made by check (payable to RCYC) or cash.



d. Damage Deposit





i. An damage deposit of $500 shall be paid at registration. This deposit is the maximum payable by a team for the weekend. Flagrant or intentional damage can be cause for expulsion from competition.



ii. Any remaining deposit after the event will be refunded at the completion of the championship.



7. Rules



a. The event will be governed by the rules as defined in the RRS, including Appendix C, the ICSA Procedural Rules, the General Conditions for the ICSA National Championships, and ICSA Sloop / Match Race Conditions, this Notice of Race, and the Sailing Instructions.



b. The rules for the handling of boats will apply, and will also apply to any practice sailing.



8. Boats and Sails



a. The event will be sailed in IC-24 type boats.



b. The following sails will be provided: Main, Jib and Spinnaker.



c. Boats will be allocated by a draw, either daily or for each round as decided by the Race Committee.



9. Crew (Including Skipper)



a. The number of crew (including the skipper) shall be four or five. All registered crew shall sail all races.



b. The racing crew must contain at least 1 woman for all races.



c. The maximum total crew weight, determined prior to racing shall be 772 lbs, when wearing at least shorts and shirts.



d. Teams may have one alternate crew, and must designate an alternate skipper at registration.



d. When a registered skipper is unable to continue in an event the OA may authorize an original crew member to substitute. (changes ICSA PR 14)



e. When a registered crew member is unable to continue in the event the OA may authorize a substitute, a temporary substitute or other adjustment. (Changes ICSA PR 14)



10. Event Format



a. The regatta format may be changed during the event by the Regatta Chairman with the consultation of the Chief Umpire and the SEISA Representative to accommodate the weather conditions at the event.



b. The format for racing and the round robin will be determined after the number of challenging teams is known.



11. Course



a. The course will be windward/leeward with starboard roundings, finishing downwind.



b. The intended course area will be immediately adjacent to RCYC.



12. Coaching and Coach Boats



a. One coach boat will be provided for all competitors’ coaches. Oth er coach boats will not be permitted.



b. Coaching shall be in accordance with ICSA Procedural Rule 19.
