Dear Sanjay,

Keeping a look at these two images, I feel there may be two errors
associated with your observations:

1. You might have chosen wrong P and S / in alternate way the GPS time will
not properly synchronize

   Suggestion 1: Kindly check your P and S mark
                     2: Properly check the GPS time tick / Such RMS infers
that there may be minutes of error associated with
                            GPS time .

2.  Look at the position of the event, if any event is very close to a
station, then  also RMS error associated with Chosen velocity structure for
a particular station increases. But RMS difference of ~22 sec is quite
unethical to associate this error with the local velocity structure.

I am very much sure, either you have chosen wrong P and S mark  Or you have
serious problem with your GPS time.
