The control parameters are set in the STATION0.HYP file, in the DAT folder.
See the manual chapter 6.1.1

I have confirmed the sensor orientation from one of the attendant at the site, 
it is towards North only. Moreover sir we are mainly interested in local event 
within the range of 100 Km. Sir I have one query regarding control parameter 
whether it plays any role in epicenter location, as i come know about control 
parameter by reading the SEISAN archives. Presently i am using the default  
control parameter. If, in my case  the control parameter is wrong, can i change 
this to    5.   5.    100.   1.73   5   5.0   10.0

 I suggest to
 test with a bit longer time window and different filters.
 Use a good event where you know the location. Are you sure  the sensor 
orientation is ok? You can test that  by  using a distant event, usually gives 
a stable  azimuth. Jens

 We are getting data from hydro projects but due to various  problem (mainly 
power problem) out of three observatories  only two are working sometimes only 
one. 
 For locating the event I am following the azimuth distance  method. For that I 
am identifying the event and picking the  P-wave arrival on vertical component 
and S-Wave arrival on  horizontal component. Then for azimuth i pick the 
starting  of first half cycle of P-wave doing so I am getting  correction 
factor valves between the range 0.6 to 0.9  sometimes 1. Doing so the latitude 
and longitude I am  getting for most the events are not matching with ISC  
locations of the same event.( getting difference upto 1° ).
 
 
 Sir my doubt is
 1. Whether I can use 3-component single station data for  locating the event?
 2. If so, what are the necessary parameter to be used for  epicenter location?
 3. What is the best possible solution for obtaining the  location using 
single/double station data ? 
 Sir please give detail solution for the said problem.
