Cygwin is not Linux and you are using Linux executables so the shell is
complaining that it doesn't understand how to execute the binaries you
have. You will need to recompile the SEISAN software using CYGWIN gfortran
capabilities. You will probably also have to install X-windows (X11) since
that is what the SEISAN visualization software uses for UNIX environments.
