No; sorry about that. Until recently, normal JIRA users had insufficient permissions to attach files. Should be fixed now.
Unfortunately your patch didn't make it thru intact, and so wouldn't apply cleanly. I've attempted to fix it up (see attachment to SEL-119). Can you confirm that I didn't break anything?
