Flow and/or component diagrams might help us understand
how the system works, develop new features, etc.  A 
couple of things I wondered about don't seem to fit
as user extensions.  For example, what if one wanted
to preprocess target information so that it could be 
abbreviated.  As far as I can tell, preprocessing would
have to come before locator processing and doesn't fit
with the three types of extensions: actions, checks,
and locators.  Perhaps a locator extension can call
another locator, I don't know.  A map might help me
figure this out.
