The logwatch package curretnly does not ship any files in /etc/logwatch,
only the directory structure to allow users to override scripts and
config files. Do you know any other package that ships files in
/etc/logwatch?
I was more thinking about the 2 other files that setools is shipping in addition to the script:

/etc/logwatch/conf/logfiles/seaudit-report-group.conf
/etc/logwatch/conf/services/seaudit-report-service.conf
