Sorry for answering so late but I just don't have much time for support.

The issue you reported is a real one. It is caused by the
SemanticForms controlling enabling/disabling of the form automatically
based on current user rights. In my opinion it would be good if SF
gave a client programmer more control of this. However it is possible
to solve the problem using a bot account.

I have fixed this issue and I'm making a new SemanticSignup release quite soon.
Please try it and feel free to report issues you find.
