That's (mostly) true... although the "Browse properties" link also shows up
for pages that haven't been created yet, for instance. Not that I think
that's a problem - the whole concept up "cluttering the sidebar" seems
strange to me, because the sidebar (especially the "Tools" section) is
usually full of links that users just ignore. A few more or less doesn't
seem to make any difference.
