This is easy to achieve. On the Category:B page just add [[Category:A]] and
B is then a subcategory of A.

defines will also be defined in any page that includes Template:B.

No. SMW place no restrictions as to what pages you are permitted to
use any Attribute or Relation on. It is up to You to devise and
enforce any rules relating to which Attributes and Relations you use
on which pages.
