Anyway, you can subscribe for free VoIP only (no PSTN) accounts at http://iptel.org/service and for PSTN termination you can set a PSTN gateway account as described here: http://iptel.org/service , calls with prefix + and 00 will be sent there. You can even have your own domain hosted on iptel.org: http://serweb.iptel.org/user/index.php and click on "Have-my-domain!" or directly http://serweb.iptel.org/user/reg/reg_domain_1.php .
