If you catch (Re)INVITE with both From- and To-tags, then you may
suppose that this is music-on-hold :).  After that just check SDP part
of message for existence of "a=recvonly" or "c=IN IP4 0.0.0.0" or
something else (IP6 probably) - if they exists then you may bet this
is MoH. Probably there are some others techniques.

BTW why not to try rtpproxy instead? It has (to some degree) such
functionality already.
