I had the same problem yesterday in SEMS v1.1. When I raised the log
level to 3 I also noticed another warning just before the one you mentioned:
update_uac_trans (trans_layer.cpp:888): To-tag missing in final
reply (see sipctrl.conf?)
In my case I was using a Betamax SIP Trunk (Voipuster.com,
SIPTraffic.com, etc.) and found a thread on the semsdev mailinglist from
Stefan about this same problem:
http://lists.iptel.org/pipermail/semsdev/2008-April/002564.html (I think
that he was using a Betamax brand voip provider as well)
The solution for me was to change a setting in sipctrl.conf:
accept_fr_without_totag=yes
This might do the trick for you as well.

I get this message at the same time some other odd stuff happens with my
sems application.
Error: (trans_layer.cpp)(received_msg)(792): update_uac_trans() failed,
so what happens now???
I am using sems version sems-1.0.0 downloaded August 2008.
sems.cpp has
* $Id: sems.cpp 950 2008-05-14 12:54:45Z sayer $
The message appears benign, but perhaps I am using an old version of sems?
Can someone tell me if I have an issue, and if I should upgrade sems to
a more stable version?
