if you do
$ make install
from the source directory, then it installs
/usr/local/etc/sems/sems.conf along with other sample configuration files.
If you install it from package, those will be in /etc/sems/sems.conf.
Don't overwrite your ser config files.
Why do you not use sems from packages?
