It would be best if you used the sems.conf file that comes with the
distribution and modify it to suit your needs.

If you roll your own then, for example with an external ser providing
the stack, you need this line in sems.conf

load_plugins=wav;unixsockctrl;

You could change unixsockctrl to sipctrl and let sems provide its own stack.
please use sipctrl, as it's much easier to configure, and most probably you won't need the functionality from SER as SIP stack anyway.
