If the codec preference is always the same, e.g. always ulaw, i think you can set the codec preference in sems.conf and just do AmSession::reinvite() or similar DSM/python API functions. the outgoing invite should then have the preferred codecs at the top, and if the far end plays nice, it should use the preferred codec.
codec change in RTP processing is then done as soon as 200 for reinvite comes in.
