Hello,
most probably you are missing the newline \r\n after adding P-App-Param. Thus the SDP looks like headers, and SEMS treats the INVITE as one without body; the offer is then sent in the 200, when the ACK does not contain answer, SEMS stops the call immediately as offer answer failed.
If this is not the reason, then please increase the log level, e.g. log_level=3 or start with sems -f sems.conf -D 3 -E and have a look at the output, it will tell you what's happening.

Hello, I am trying to setup sems to act as the voicemail server and I am getting this error. I do not know if it is a config error or some other error. Also the voicemail app is not getting executed.
