either create a SystemDSM on startup, have it register an event queue,
and send it an event through XMLRPC using postEvent() DI function from
dsm module and then create a call with dlg.dialout() or create a DSM
with createSystemDSM, or use di_dial module to create a call which is
using a DSM.
