I'd say so, however I haven't dealt with this stuff in detail. The key points of this proposal are to translate a SIP INVITE to a specific sems application into a generic HTTP request, subscribe to a registrar according to RFC 3680 (which could be kamailio with pua_reginfo), wait for the register notification and stream some announcement in the meanwhile.
