That's hard for me to say. My guess is that you were proceeding from the assumption that if a SIP target returns negative final responses most or all of the time, then it's somehow defective. That is reasonable in the world of intuitive, commonsensical infrastructure. :-)

However, there are a lot of reasons why one may receive negative replies most of the time in the wholesale world, which operates according to different laws. It doesn't mean that it's not desirable to keep trying the gateway in every case.

For what it's worth, Kamailio has a similar default "penalty box" / blacklist of some sort for destinations that keep rejecting calls. Back in the day, one of the first things we had to learn was to disable this.

Based on that reasoning, it may be acceptable for general release to leave it on by default, as long as the documentation makes some mention of it, somewhere.

My personal preference would be to leave it off by default, of course, since in my opinion the resulting behaviour is very non-obvious/counterintuitive/unexpected.
