i have a home grown debian rules file for creating sems package.  i
have used it a couple of years, but now very recently something has
changed in the make process and it won't work anymore.

at the end when it installs stuff, it tries to do it in absolute
locations like this:

mkdir -p /usr/etc/sems
mkdir: cannot create directory `/usr/etc': Permission denied

and like this:

install: cannot create directory `/usr/usr': Permission denied

looks like some prefix that used to be in the makefiles has  been
removed.
