AmSipDispatcher would need to determine application (from
AmSessionContainer::createSession), and call a new AmSessionFactory
onOutOfDialogSipRequest method. Default implementation of
AmSessionFactory::onOutOfDialogSipRequest would be to return 501 not
implemented.
