Responder is not probably going to change his mind in a retransmission and send response with tag. FR without To-tag is against RFC anyway, but with this option we can try to be more liberal - and that means try to process the reply. Worst thing that can happen is that its 200 to INVITE and ACK or later BYE get send without To-tag.
