b/f: reset offer/answer state before auth-resending request
I got the issue that resending an inital INVITE with auth failed
because onTxSdp thinks we are already in OA pending state. Is this the
proper fix? Could this reset the OA state to an obsolete/wrong old
state in a race condition?
