i tried to append header that include ; char, but so far without luck.
i have tried three ways:
P-Call-Control: ctl;append_headers=P-App-Param: UserId=test;Language=en
P-Call-Control: ctl;append_headers="P-App-Param: UserId=test;Language=en"
P-Call-Control: ctl;append_headers="P-App-Param: UserId=test\;Language=en"
i all cases, debug shows

is it currently impossible to include ; char in appended header?
