The CEO of the Serbia and Montenegro Air Traffic Services (SMATSA) is set to 
propose pay cuts because of a drop in income from overflights, N1 was told by 
sources at the air traffic control agency.

SMATSA CEO Predrag Jovanovic will submit the proposal for a 20 percent pay cut 
to the Oversight Committee following recent pay cuts at the Serbian Civil 
Aviation Directorate . The sources warned that flight control will fall victim 
to the upset in air traffic caused by the coronavirus pandemic.  

The sources said that the SMATSA management has taken out short-term loans to 
pay salaries and is now in a situation in which it can no longer repay those 
loans which is why the CEO decided on the maximum pay cuts allowed under 
collective contract. One flight controller who insisted on anonymity added that 
Jovanovic wanted to cut salaries by 50 percent in April but gave up on that 
idea.  

The sources said that salaries can be cut by up to 20 percent if SMATSA income 
drops by more than five percent due to outside causes. They said that the 
amount of air traffic rose constantly by much more than five percent over the 
past five years but salaries remained the same.

SMATSA is an LLC which is not paid from the budgets of Serbia and Montenegro 
but calculates its income from Eurocontrol which means that the earnings that 
have not been spent are returned to Brussels and the SMATSA budget for the next 
year is reduced by the amount returned to the European air traffic control.  

N1 asked the SMATSA union for a comment on the pay cuts but union 
representatives said that they do not want to make any public statement before 
drafting law suits over the violations of the collective contract.  

The SMATSA management was also contacted for a comment but did not respond.
