The special session of the Assembly of Serbia, where President Aleksandar Vucic 
<https://www.telegraf.rs/teme/aleksandar-vucic>  is presenting a report on the 
negotiation process with Pristina covering the period between June 15, 2021 and 
September 2022, is being held today.

The report about the negotiation process with the provisional institutions in 
Pristina, which was prepared by the Government of Serbia and the Office for 
Kosovo and Metohija, is about 50 pages long and is divided into several areas: 
the Community of Serb Municipalities (ZSO), police, judiciary, energy, 
telecommunications, European integration, cadaster, customs stamp, diplomas, 
freedom of movement, regional representation, integrated management of 
crossings, official visits and liaison officers, customs collection, 
development fund for the so-called north of Kosovo, vehicle insurance, free 
trade, bridge and "Peace Park" in Kosovska Mitrovica, civil protection, 
agreement and dialogue of chambers of commerce, transport of dangerous goods, 
and missing persons.

The introductory part of the document states that during the reporting period, 
the Government of Serbia continuously made great efforts to ensure that 
Pristina's unilateral activities do not threaten the security of Serbs in 
Kosovo and Metohija, especially in the northern part.

"The Serbian side has always advocated to make the dialogue a factor of peace, 
security and stability, as well as a means of promoting improving the lives of 
ordinary people," the report published by the Serbian Assembly reads.

It is pointed out that this time once again, Belgrade's constructive engagement 
has not been meet with an adequate response from the other side.

"As a result, even during this reporting period, there has been no change in 
the negative trends, which have been particularly pronounced in the dialogue 
since 2018. Moreover, in the previous 14 months during 2021 and 2022, there has 
been a true culmination of the long-term crisis of the dialogue, which was 
systematically and purposefully generated by all the previous authorities of 
the provisional institutions of self-government in Pristina," the report points 
out.

It is added that even during that reporting period, Pristina simulated its 
participation in the dialogue, while in reality they were implementing a policy 
of causing tensions and conflicts.

"In a qualitative sense, one of the most significant results of the dialogue 
during the past period is certainly the agreement on the roadmap and 
implementation of energy agreements from 2013 and 2015. Through this document, 
Belgrade secured all the vital interests of the Serb side, including ensuring 
safe supply and achieving full energy independence of northern Kosovo and 
Metohija."

It is stressed that Belgrade has been pointing out that without the formation 
of the Community of Serb Municipalities, it is realistically impossible for any 
other institutional arrangement in the Province, which was concluded within the 
dialogue, to come to life.

A part of the report refers to the consequences of Pristina's decisions 
regarding license plates and personal documents.

"Pristina's attempt to impose illegal decisions on July 31 of this year led to 
a serious security crisis in the north of Kosovo and Metohija," the report 
states.

It adds that all of Pristina's provocations and attacks have not and will not 
hinder Belgrade in fulfilling its state policy goals within the dialogue 
between Belgrade and Pristina.

"Within this framework, the Serbian side will, within the limits presented to 
the public by the state leadership, continue to responsibly and consistently 
participate in the process of normalization of relations," reads the report on 
the negotiation process with Pristina.
