An agreement in principle on the de-escalation of the situation in northern 
Kosovo has already been reached, the Albanian Post writes, adding that the 
parties will come out with the details on Friday, November 18. 

According to Albanian media, Kosovo has agreed to postpone the deadline for 
re-registration of vehicles, reports Sputnik. 

The EU's High Representative for Foreign Policy, Josep Borrell, said that there 
is no alternative to finding a solution to the license plates issue before 
November 21. 

"The Kosovar side agreed to postpone the decision on license plates after 
long-term requests from the European Union and the United States of America, 
but it requested a guarantee from its partners for this," the media from Tirana 
said. 

As it is added, modalities are currently being sought so that Serbs from Kosovo 
can return to the institutions, which they left in a demonstrative manner, 
after they did not agree with the decision on license plates, which provided 
for warnings, fines and the change of plates, reports Kosovo online. 

"It will be difficult to find solutions for those who left their political 
positions, such as deputies and mayors of four municipalities in the north, but 
not so difficult for the administration, the police, and the judiciary," the 
text states. 

On this occasion, the Central Election Commission of Kosovo made a decision to 
replace ten deputies of the Serb List who resigned. Last Tuesday, the CEC 
accepted the request of the President of Kosovo, Vjosa Osmani, to appoint a 
person to replace the vacant positions due to the resignation of the Serb List 
MP. 

Likewise, after a meeting with representatives of political parties, Osmani 
announced that they had set December 18 as the date of elections in four 
municipalities in the north. 

Since November 5, Severna Mitrovica, Leposavić, Zubin Potok and Zvečan have 
been without a mayor.
