The former American ambassador to Serbia, William Montgomery, wrote in his book 
"When the applause dies down - Memories of the last American ambassador to 
Yugoslavia" (2016) that dealing with Serbia’s ex Deputy Minister Nebojsa Covic 
regarding the release of 150 Albanian prisoners from Serbian custody 
represented a challenge for the international community. 

As Kosovo Online reported, Montgomery, who served the post from 2001 to 2004, 
wrote that Covic did show that he is capable of moderate the behavior of 
extremist Kosovo Serbs if he wants to. After difficult negotiations and 
balancing on the edge of the possible with Daniel Everst, the head of the OSCE 
observation mission in the elections in Kosovo, and the UN high representative 
Hans Heckerup, the Serbian government agreed to encourage Kosovo Serbs to vote 
in the parliamentary elections scheduled for November 2001. in the memories of 
Montgomery.

“After difficult negotiations and balancing on the edge of the possible with 
Daniel Everst, head of the OSCE Kosovo election observation mission, and UN 
High Representative Hans Haekkerup, the Serbian government agreed to encourage 
Kosovo Serbs to vote in parliamentary elections scheduled for November 2001,” 
he wrote.

He noted that UN High Representative Haekkerup suddenly resigned at the 
beginning of January 2002, and that he was replaced by Michael Steiner.

“From the point of view of the Serbs, the appointment of Steiner became a real 
disaster. From the very beginning of his mandate, he refused to establish any 
kind of business cooperation with Covic. He unilaterally canceled the agreement 
reached by Covic and Haekkerup, which encouraged the Serbian government to 
encourage Kosovo Serbs to vote in the 2001 elections,” Montgomery wrote.
