Document from the US on Kosovo and Serbia? Pessimistic server:  The Balkans are 
far down on Washington's list of priorities

Serbian analyst Dusan Janjic has stated that a document regarding the dialogue 
between Kosovo and Serbia is being prepared in the United States of America. 
According to him, the information comes from sources close to American 
political circles and experts.

Janjic stressed that this is an unofficial document, similar to what is known 
as a "non-paper", which, according to him, can serve as a basis for future 
dialogue. He also mentioned that the US Congress has adopted a law on the 
Western Balkans, which, according to his interpretation, underlines the 
necessity of reaching an agreement on mutual recognition between Kosovo and 
Serbia.

Unlike Janjic, American professor Daniel Serwer is skeptical of the claims 
regarding the preparation of an official document by the US Administration. 
Serwer emphasizes that in principle anyone can draft a document on any issue, 
but this does not necessarily mean that it represents official Washington 
policy.

"Anyone can prepare a paper on anything. Dushan probably knows better than I 
do. I don't see much hope for the Belgrade-Pristina dialogue under the current 
circumstances and leadership ," Serwer told Gazeta Express.

He expresses a lack of optimism for a new serious US engagement in the 
Belgrade-Pristina dialogue, citing the current political circumstances and the 
leadership style in Washington.

" I would be happy to be surprised. But be careful what you wish for. The 
current US administration seems more interested in projecting power than in 
dialogue ," says the Johns Hopkins University professor.

Serwer calls on Kosovo authorities to be cautious about expectations from the 
current US Administration. According to him, this administration seems more 
focused on projecting political power than on facilitating dialogue. He adds 
that he would be pleased if he were positively surprised, but he sees no 
concrete signals of such engagement.

According to the Johns Hopkins University professor, the Western Balkans ranks 
very low on Washington's current list of priorities. He emphasizes that the 
region is mentioned mainly in declarative contexts, including claims of 
stopping conflicts, which, according to him, have not actually happened.

" The Western Balkans region is very low on Washington's priority list these 
days. The region is only mentioned when the President wants to brag about 
ending a war that didn't happen ," Serwer concluded.

While Janjic insists on the existence of a document in preparation, there is no 
official confirmation from US institutions of such an initiative. Serwer's 
statements suggest that, at least for the moment, there are no clear 
indications of a new US strategic engagement in the Kosovo-Serbia dialogue.
