The big questions marks would be SVDPACKC and Cluto. SVDPACKC is a C program that needs to be compiled, and I assume that would work ok on Cygwin. Cluto is distributed in an executable form, and only for Solaris and Linux, I think. So it's not clear to me if those would run on Cygwin. You may want to see how far you can get with the web interface.
