WOW...I thought I was the only one that had this problem!!! I hear you on 
this...basically, if your belts haven't been changed in ages like mine 
weren't, the adjustment bolts that are supposed to "adjust" the tension on 
the belts will not function properly. From what I learned, when those 
adjustment bolts are tighened/loosened, the accessory that the associated 
belt drives is supposed to "pivot". (Likewise, when the alternator belt 
adjustment bolt is tightened/loosened, essentially the alternator is 
"pivoting" on the bolt that connects it to the engine. This is my assumption 
on how these things work...someone please correct me on this if I am wrong!) 
Which accessory belt are you having trouble with? Mine was the belt that 
drives the power steering pump and water pump. I did a lot of loosening of 
accessories! I made sure everything was free so that there was motion and 
the adjustment bolts would work correctly. Once I had the new UD crank 
pulley installed, I adjusted the new belts as outlined in the Haynes manual 
by using the "adjusting bolts" for their respective accessories and finally 
tightened everything else back up. Initially I assumed the belt was too 
short, but after doing some loosening here and there everything fit just 
fine.

Let me know which belt is giving you the problem and I can guide you where 
to tighten/loosen.
