I have this irritating problem with my 1990 B12 Sentra ever since I had my brake pads and shoes replaced, except that I also hear it in the dry when driving backwards. My guess is that the brake discs need resurfacing, i.e. getting a harmonic resonant vibration from irregularities in the brake disc and pad.
