Has your brother thought about spending a day to come to the states and
do a "Canadian convertion" on one and then import it back up there?
If nothing else, he could still buy one here in the states, put it in
storage, and come here when he had the chance to do whatever mods are
needed until he has the car up to specs.
I don't know how far it is to the border for you, so I don't know if
this is a good idea for you or not.
