that is not normal.  Mine will heat up very quickly and I get really good 
heat.  You may have an air pocket in the system, or th thermostat is staying 
open too long or is stuck open all the way.  I would get a new one and flush 
the system out and replace with new 50/50 mix of distilled and prestone.  If 
that doesn't work, then you may have a clogged heater core.  Also, does the 
car retain a high idle even after the engine is warmed up for a half hour or 
so.
